Project Development Manager
Julia Souder is the Project Development Manager for the Centennial West Clean Line, a high voltage direct current transmission line that will deliver 3,500 megawatts of the best renewable power from northeastern New Mexico to communities in California. In this role, Julia works to integrate public interest, regulatory considerations, engineering constraints and environmental concerns to strategically develop the transmission line project. Julia manages outreach efforts for the Centennial West Clean Line by meeting with local leaders, community officials, the general public, and other key stakeholders in regions involved in the development of the transmission line. In addition, she works to manage the regulatory affairs—including siting and route permitting—of the transmission line project.
Before joining Clean Line, Julia served as president of JAS Energies, an energy and environmental consulting firm in San Francisco where she focused on biomass renewables, smart grid, and distributed generation. Prior to this role, Julia served as the Director of Intergovernmental Relations for the North American Electric Reliability Corporation (NERC). Previously, she was the Western Regional Coordinator for the Office of Electricity and Energy Delivery. Julia also served as a Presidential Management Fellow at the Department of Energy. In addition to her responsibilities at Clean Line, Julia is a representative on the Scenario Planning Steering Group (SPSG) of the Western Interconnect’s Transmission Expansion Planning Policy Committee (TEPPC).
Julia has a Bachelor of Arts in Political Science and a Bachelor of Arts in International Relations from Oregon State University, and a Master’s degree in Public Administration from the University of Southern California.
