Keith Sparks leads the development efforts of the Centennial West Clean Line, a high voltage direct current transmission line that will transport 3,500 megawatts of wind power from eastern New Mexico and deliver it directly to southern California. As Director of Development, Keith is responsible for managing the siting process, permitting efforts, public outreach, environmental considerations, and strategic planning necessary for implementing the Centennial West Clean Line. He also serves as a public representative of the Centennial West Clean Line to various constituencies in the broader community, where he works to coordinate and reconcile stakeholder interests.

Prior to joining Clean Line, Keith worked with and advised institutional investors such as GE Capital, ArcLight, Kingdom Holdings, Arab Petroleum Investments Corp., and several oil majors on direct equity investments across the energy chain.  Keith also served as Lead Developer with Enron Corp., where he was responsible for developing and financing energy assets internationally. Keith has negotiated projects in challenging markets, including those in Latin America, the Middle East, Europe, and Asia. Keith holds a Bachelor of Arts from Stanford University and a Juris Doctor from the University of Texas School of Law.
