As the Regional Outreach Manager in Oklahoma, Phillip Teel manages outreach efforts for the development of the Plains & Eastern Clean Line transmission project, a high voltage direct current transmission line that will connect clean wind power produced in western Oklahoma, southwest Kansas, and the Texas Panhandle to consumers in eastern markets. In this role, Phillip is responsible for managing relationships with community officials, local leaders, and other key stakeholders in regions of Oklahoma involved in the development of the Plains & Eastern Clean Line. Phillip also oversees public outreach with Oklahoma landowners and community members.

Prior to joining Clean Line, Phillip served as the General Manager of Sales for Knutson Irrigation Design in Yukon, Oklahoma, where he gained expertise in the design and management of irrigation equipment. Phillip previously spent a decade in oilfield sales, focusing on equipment and oilfield services.  Phillip attended Southwestern Oklahoma State University. He currently lives in Oklahoma City, Oklahoma.
